Organizational Context
Established in 1951, the International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. The MBHR in Asia program, implemented across several countries, focuses on corporate responsibility to respect migrant workers' rights, aligning with UNGPs. The consultant will contribute to IOM Philippines’ Migration Management Unit, collaborating with regional and project teams.
Job Purpose
This consultancy focuses on researching grievance mechanisms within the MBHR in Asia program. The role involves understanding and documenting existing mechanisms, identifying gaps, and proposing improvements to ensure migrant workers' rights are respected. The research will inform policy and practice, aiming to enhance ethical recruitment, labor mobility, and decent work for migrant workers. The consultant will contribute to the program's objective of upholding human and labor rights by providing evidence-based recommendations for policy and operational improvements, ensuring migrant voices are central to policy design and implementation.
Responsibilities
The consultant will be responsible for delivering a comprehensive research report on grievance mechanisms. Key tasks include developing an approved research design with a clear methodology and stakeholder engagement plan. This will be followed by data gathering and analysis to produce a first draft of the research output. The consultant must then conduct a validation process with stakeholders to refine the findings. The final deliverable is a finalized research report, not exceeding 80 pages, including concrete policy recommendations, all submitted according to agreed deadlines and adhering to IOM's style manual. Performance will be evaluated based on timely submission, adherence to international standards, stakeholder feedback, and quality of the final report.
Work Experience
Preferred experience includes work in grievance management and resolution, or research on this topic, particularly concerning international labor migration. A strong understanding of international frameworks on human and labor rights, especially the right to remedy, and business and human rights, including human rights due diligence, is essential.
Skills
In-depth knowledge of Philippine labor migration laws, policies, and related issues. Strong communication and excellent writing skills are required to produce clear, concise, and structured outputs. Candidates may be asked to provide writing samples.
