Job Purpose
This role seeks technical experts to support IOM's climate mobility initiatives in the Philippines. The experts will contribute to strengthening national and local capacities to address the impacts of climate change on human mobility, aligning with the Government of the Philippines' National Adaptation Plan. The purpose is to advance integrated approaches that recognize migration, displacement, planned relocation, and immobility as key dimensions of climate adaptation. Experts will play a crucial role in enhancing evidence, policy coherence, institutional capacity, and financing for climate-informed decision-making, contributing to the regional project 'Building Knowledge and Capacity on the Migration and Climate Change Nexus in South-East Asia'. The role involves designing and delivering training, developing research and knowledge products, and providing technical assistance to mainstream mobility into policies and financing frameworks.
Responsibilities
The primary responsibility is to contribute to IOM Philippines' climate mobility initiatives by providing technical expertise. This includes supporting the design and delivery of training curricula and modules on climate mobility, and developing research activities and technical knowledge products. The role also involves providing technical assistance to mainstream mobility considerations into national and local policies, plans, and financing frameworks. Key performance indicators include delivering agreed outputs on time, developing sound training materials, effectively supporting the integration of mobility into plans and policies, creating technically sound programming and financing frameworks, incorporating feedback, producing publication-ready outputs, and maintaining effective communication and coordination with IOM.
Work Experience
A minimum of five years of progressive professional experience in climate change, migration, disaster risk reduction, environmental governance, or sustainable development is required. Demonstrated experience working with Philippine government agencies, development partners, academia, civil society, or international organizations is also necessary.
Skills
Expertise in climate policy, climate finance, climate mobility, migration, displacement, planned relocation, and human mobility in the context of climate change. Strong knowledge of international frameworks related to climate mobility and migration governance. Familiarity with Philippine migration governance, disaster risk reduction, and climate adaptation systems. Experience in policy development, research, capacity-building, or programme implementation. Expertise in research design, data collection/analysis, and MEL. Understanding of Philippine climate governance and policy frameworks. Expertise in Philippine climate finance mechanisms and international climate finance architecture. Excellent analytical, research, technical writing, facilitation, and stakeholder engagement skills. Proficiency in written and spoken English and Filipino.
