Job Purpose
The Resources Management Officer (P-3) in Guinea is responsible for supervising and managing the budgetary, financial, Human Resources, and administrative functions of the Country Office and any sub-offices. This role ensures the efficient and compliant operation of these critical administrative areas, providing essential support to country office staff. The officer plays a key role in financial analysis, budget preparation, and the implementation of internal controls to safeguard organizational assets. They also oversee HR functions, supply chain services, and ICT staff, contributing to the overall effectiveness and strategic objectives of IOM's mission in Guinea. The position requires close coordination with various IOM departments at regional and headquarters levels.
Responsibilities
The Resources Management Officer is accountable for overseeing the financial management of the Country Office, including expenditure monitoring, financial analysis, and treasury functions. This includes forecasting cash flows, controlling funds, and ensuring compliance with donor agreements. The role involves preparing program and budget reports, reviewing monthly accounts, and analyzing budget variances to prevent deficits. The officer will assist in budget preparation for new projects and provide technical support to project managers on IOM regulations and procedures in finance, HR, and general administration. Key responsibilities also include maintaining internal controls, inspecting payroll, reviewing and recommending improvements to systems, and managing the Human Resources function, including recruitment and personnel administration. Additionally, the officer oversees supply chain services, fleet management, premises maintenance, and ICT staff, ensuring compliance with IOM standards. They will liaise with legal and procurement units, supervise local staff training, and may serve as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes financial and Human Resources management at the international level, with a focus on field operations. Experience in coordinating with international institutions and bodies is essential. The role also requires experience in supervising the development and implementation of administrative control procedures, coordinating external audits, and proficiency in using corporate IT systems and software.
Skills
Proficiency in IOM/UN finance, Supply Chain, and HR procedures and rules is necessary. Advanced knowledge of Microsoft Office, particularly Excel, is required. Familiarity with International Public Sector Accounting Standards (IPSAS) is important. Knowledge of Oracle systems is highly desirable.
