Gender And Border Governance Consultant
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. In Egypt, a key country for origin, transit, and destination, IOM supports the government in strengthening rights-based border management. This role contributes to the Immigration and Border Governance (IBG) Unit, focusing on integrating gender perspectives into border security functions and protecting vulnerable migrants.
Job Purpose
This consultancy aims to enhance the capacity of Egyptian National Authorities in mainstreaming a gender perspective into border governance. The role will support the development and delivery of a four-day joint training program. The objective is to build understanding of gender concepts in border management, assist in creating gender-sensitive policies and analyses, promote gender-responsive procedures at borders, and strengthen responses to the vulnerabilities of specific migrant groups. This initiative is crucial for ensuring effective, efficient, and rights-based border management that is sensitive to the distinct needs of diverse populations, particularly vulnerable individuals like victims of trafficking, asylum-seekers, refugees, and migrants, thereby improving migrant safety and targeted outreach.
Responsibilities
The consultant will facilitate the design and implementation of a capacity-building training on mainstreaming gender in border governance for Egyptian National Authorities. Key deliverables include proposing a training curriculum plan, developing training content and evaluation materials, delivering and facilitating the four-day training in Cairo, and preparing a final report with evaluation summaries and recommendations. The consultant will work under the direct supervision of the Senior Programme Manager and National Project Officer. Performance will be evaluated based on the timely and comprehensive delivery of tasks and the thoroughness of monitoring and evaluation of the capacity-building activity.
Work Experience
Required experience includes knowledge of population displacement, international human rights law, migrant protection, and border security bodies, with demonstrated expertise in mainstreaming gender in border management. Proven ability to design and deliver technical training to government officials, experience liaising with national authorities and humanitarian partners, and excellent writing and communication skills are essential. Experience in crisis settings and with the UN is desirable.
