Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. IOM Lesotho implements interventions to strengthen national and decentralized responses to trafficking in persons (TIP) through prevention, protection, and prosecution. These efforts align with Lesotho's National Strategic Framework and Action Plan to Combat TIP and contribute to the 2030 Agenda for Sustainable Development.

Job Purpose

This role is for an external final evaluation of the project "Supporting Lesotho in Trafficking in Persons (TIP) Prevention and Protection" (August 2023 – October 2026). The purpose is to assess the project's overall performance and results, determining the extent to which its objectives and outcomes were achieved. The evaluation will identify facilitating and constraining factors, assess the project's contribution to strengthening Lesotho's national response to TIP, and provide accountability to IOM, the Government of Lesotho, the US Department of State, and implementing partners. It also aims to generate learning by identifying lessons learned, good practices, and recommendations for future anti-trafficking programming.

Responsibilities

The consultant will develop and submit an inception report detailing the evaluation methodology, sampling strategy, evaluation matrix, data sources, analysis methods, data collection tools, and a workplan. This includes creating and submitting all necessary data collection tools, such as Key Informant Interview guides and Focus Group Discussion guides, along with informed consent forms. The consultant will also prepare a draft evaluation report following IOM's template, including an executive summary, methodology description, findings structured by OECD-DAC criteria, evidence-based analysis, and preliminary recommendations. Finally, the consultant will submit a final evaluation report incorporating feedback, an evaluation brief, and a management response matrix detailing recommendations, responsible entities, and implementation timelines.

Work Experience

A minimum of 10 years of relevant professional experience in a development context is required, preferably with international organizations or similar institutions in Africa. Experience in conducting theory-based evaluations and outcome harvesting is essential. Prior experience in evaluating counter-trafficking projects or related studies, particularly in Southern Africa, is a strong asset. Experience working with vulnerable communities, on politically sensitive topics, and with senior government and NGO officials is also required.

Skills

Excellent writing skills are essential. Full computer literacy, including familiarity with research tools, is required. Proven ability to coordinate administrative and technical aspects of a consultancy is necessary. Demonstrated capacity to work in a multicultural environment and establish harmonious, effective relationships is also required. Knowledge of migration concepts, especially related to trafficking in persons, is an asset.
