Organizational Context
The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. In Lao People's Democratic Republic, climate change and disasters significantly impact livelihoods and mobility, exacerbating existing data fragmentation and capacity constraints among institutions. This consultancy supports the Government of Lao PDR in developing a consolidated, evidence-based understanding of climate-related human mobility, aligning with the National Socio-Economic Development Plan.
Job Purpose
This consultancy aims to strengthen national climate adaptation and disaster risk reduction (DRR) planning in Lao People's Democratic Republic by developing a consolidated, evidence-based understanding of climate-related human mobility. The role will contribute to the IOM Lao PDR Migration Policy Unit under the IOM Development Fund project. The consultant will conduct analytical research, including stakeholder mapping and data collection, to inform government-validated reports. This work is crucial for integrating migration and displacement considerations into national development strategies, addressing the significant challenges posed by climate change and disaster risks to livelihoods, public health, and economic stability, particularly among vulnerable populations.
Responsibilities
The consultant will develop research tools and conduct a structured mapping of stakeholders involved in climate change, DRR, migration, and livelihoods in Lao PDR. This includes reviewing existing data sources, identifying analytical gaps, and undertaking targeted qualitative data collection through interviews and focus groups to understand how climate risks influence human mobility. A gender-sensitive analytical report highlighting key patterns and implications for adaptation and DRR planning will be prepared. The consultant will also support consultations, integrate feedback from a Technical Working Group and stakeholders, and deliver an inception report, draft analytical report with mapping and presentation, and a final analytical report and presentation materials. Training on mapping and data collection for government partners is also a key responsibility.
Work Experience
Proven experience in applied research, data analysis, or assessments is necessary. Experience working with governmental agencies in Lao People’s Democratic Republic is required. Familiarity with climate change, human mobility (migration, displacement), or disaster risk reduction (DRR) issues is also needed.

Excellent analytical and reporting-writing skills. Ability to conduct qualitative research. Ability to work effectively in sensitive environments with impartiality and diplomacy. Gender-sensitive and context-sensitive analytical capacity. Excellent presentation and representation skills. Capacity to work independently. Strong understanding of climate-related human mobility data. Fluency in English is required; knowledge of Thai is an asset.
