Senior Programme Manager (durable Solutions And DDRR Coordinator)

Organizational Context

The International Organization for Migration (IOM) in Iraq manages a significant Peace, Recovery, and Solutions portfolio, addressing the impacts of displacement and post-conflict recovery. Operating in a complex transition, IOM's programming integrates humanitarian, stabilization, peacebuilding, and development approaches. This role focuses on durable solutions and Disarmament, Demobilization, and Reintegration of Ex-Combatants (DDRR) for conflict-affected populations, including those returning from Syria.

Job Purpose

The Senior Programme Manager (Durable Solutions and DDRR Coordinator) is responsible for the overall coordination and management of IOM Iraq's Durable Solutions and DDRR programs. This includes overseeing all aspects of program development and implementation, monitoring, reporting, and stakeholder liaison. The role involves advancing new initiatives, contributing to global programming, and providing expert advice for the Country Office's strategic plans. The position aims to transition from emergency responses to normalized, government-led systems that promote social cohesion, community resilience, and inclusive recovery, bridging humanitarian, stabilization, peacebuilding, and development efforts.

Responsibilities

Provide strategic oversight and management to ensure program progress and address underperformance. Lead and coordinate across organizational units, including Country Offices, Regional Offices, and Headquarters. Consult with stakeholders to refine strategy and build synergies. Ensure program implementation aligns with best practices and IOM policies, contributing to policy development. Represent the program in coordination mechanisms and implement decisions. Ensure compliance with IOM project management policies (HR, Finance, Reporting, Risk Management). Foster a culture of monitoring, evaluation, and learning, promoting knowledge sharing and incorporation into implementation. Build stakeholder relationships, represent IOM at events, and manage external communications.

Work Experience

Extensive experience in program formulation, implementation, and evaluation. Demonstrated managerial experience in staff supervision. Proven record of building relationships with governmental, diplomatic, and international organizations. Experience in rapid transition or post-conflict areas, project development, implementation, and reporting, including financial aspects. Familiarity with UN and other donor inter-agency program regulations.
