Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It works with partners to save lives, protect displaced persons, and facilitate regular migration pathways. This role is situated within the organizational structure under the Chief of Mission and Head of Programs.
Job Purpose
The Transition and Recovery Officer is responsible for the development, management, and implementation of IOM initiatives aimed at early recovery, community stabilization, and creating environments for durable solutions to internal displacement. This role is critical in responding to crises, such as the recent earthquakes in Venezuela, by overseeing programming that supports affected populations and fosters long-term stability. The position contributes to IOM's mandate of addressing migration challenges and supporting vulnerable individuals.
Responsibilities
Oversee the development and implementation of transition, recovery, and stabilization programs, managing administrative, operational, and financial aspects. Provide operational management, guidance, and technical supervision to staff, assisting with programmatic strategy and resource allocation. Establish and maintain strong relationships with UN agencies, humanitarian organizations, government bodies, and community stakeholders. Identify program priorities and contribute to new project development based on results frameworks, emerging trends, and donor requirements. Monitor program progress against objectives and benchmarks, advising on improvements and overseeing the M&E framework. Develop IOM's early recovery, transition, and durable solutions strategy, incorporating community feedback and livelihood needs. Represent IOM in relevant donor and partner meetings, and participate in technical working groups.
Work Experience
Required experience includes program coordination, operational and managerial experience in transition, recovery, and durable solutions. Experience managing stabilization or resilience programs in complex settings, post-disaster zones, and high-risk environments is essential. Demonstrated expertise in thematic areas like Disaster Risk Reduction or Community Stabilization is needed, along with experience liaising with diverse stakeholders and familiarity with financial/administrative management.
Skills
Proficiency in project development, management, and evaluation. Excellent managerial, communication, analytical, and organizational skills. Strong interpersonal skills, including negotiation, relationship management, influencing, and networking. Ability to work effectively in diverse teams. Demonstrated computer literacy.
