Job Purpose
The Supply Chain Assistant (Procurement) role is crucial for supporting both external and internal clients with procurement needs within IOM Libya. Operating under the direct supervision of the Supply Chain Officer in Tripoli and the Head of Supply Chain in Libya, this position is designed to ensure a client-focused and efficient service delivery. The assistant will play a key part in the procurement process, from receiving and verifying requisitions to supporting tender processes and managing supplier agreements. This role contributes to the smooth operation of IOM's programs by ensuring timely and compliant acquisition of goods and services, thereby supporting the organization's overall mandate in managing migration effectively and humanely.
Responsibilities
The Supply Chain Assistant is responsible for managing procurement requisitions, ensuring they are complete and compliant with IOM policies. This includes supporting the preparation of tender documents, bid solicitations, and drafting bid analysis summaries. Upon approval, the assistant will prepare purchase orders, contracts, and obtain necessary authorizations. They will monitor contract implementation, track the delivery of goods and services, and coordinate with receiving units for verification and record-keeping. Additionally, the role involves reviewing vendor invoices, preparing payment requests, and maintaining accurate procurement documentation. The assistant will also assist in identifying and evaluating potential new suppliers and monitoring existing contractual agreements.
Work Experience
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is essential. Experience with Enterprise Resource Planning (ERP) software like SAP or Oracle is a distinct advantage. Prior experience in procurement and logistics, working with vendors, and managing asset processes is required. Experience with IOM/UN procurement rules and procedures, or in an international organization, is beneficial.
