Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading UN agency promoting humane and orderly migration. It collaborates with governments and partners to save lives, protect people on the move, and facilitate pathways for regular migration. The Budget Division, within the Department of Financial and Administrative Management, is responsible for the organization's annual budget, provides budgetary advice, and sets guidelines for project and country office budgets.

Job Purpose

The Senior Budgeting Officer will lead the development, improvement, and operationalization of project and institutional budgeting processes within IOM. This role supports business process optimization, results-based budgeting, and reporting, aiming to strengthen the integration between project-level budgeting and the Organization’s overall Programme and Budget. Working under the direct supervision of the Chief of Budget, the incumbent will collaborate with the Budget Team, other DFM divisions, and the Department of Strategic Planning and Organizational Performance to ensure all institutional requirements are met within available resources and objectives are achieved. The position is crucial for enhancing budgetary frameworks and aligning financial planning with organizational goals.

Responsibilities

Lead the development and refinement of IOM’s global project budgeting framework, ensuring coherence and alignment with organizational priorities. Develop and maintain methodologies for budget review processes for both project budgets and the Programme and Budget. Provide technical support for Results-Based Budgeting (RBB) initiatives and ensure its integration into organizational documents. Collaborate with the Business Transformation Team to optimize RBB processes within IOM’s ERP system and PRIMA. Review and update relevant policies and manuals, contributing to change management for RBB and process automation. Contribute to the preparation, monitoring, and reporting of the Organization’s Programme and Budget. Monitor and report on budgetary performance, utilization, trends, and variances, providing financial analysis. Offer technical advice and support for data collection and analysis to inform management decisions. Harmonize cross-cutting processes and strengthen end-to-end process integration. Ensure adequate budget technical capacity in HQ divisions and field offices. Prepare documents, dashboards, and statistics for analysis and reporting. Provide training on budget matters and contribute to training materials.

Work Experience

Progressively responsible professional experience in financial management, budgeting, and/or business process improvement within an international context. Experience with Results-Based Budgeting techniques and principles, preferably within the UN context. Proven experience in liaison and negotiation with donors and external stakeholders. Sound experience in analyzing financial documents and reports, and handling large datasets. Experience working in a multicultural setting.

Skills

Knowledge of IOM/UN resource management policies. Excellent written and verbal communication skills. Demonstrated analytical and report-writing abilities. Familiarity with SAP, Oracle, or other ERP systems; knowledge of Business Intelligence tools is advantageous. High computer literacy, advanced MS Office (especially Excel) skills. Ability to coach, mentor, and develop staff. Proven ability to identify client needs and provide solutions. Ability to establish productive partnerships.
