Job Purpose
The Senior Project Associate (Health Facilities Support) will support the implementation of migration health programming in Mindanao, particularly within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This involves ensuring the development and maintenance of sustainable, safe, functional, and well-equipped health infrastructures and facilities that meet national and international standards. The role requires close collaboration with the Department of Health and the Ministry of Health (MOH) – BARMM, including its provinces and cities like Lanao del Sur and Marawi City. The incumbent will work under the supervision of the Head of Sub-Office in Cotabato, the National Project Officer (Engineering), and the National Migration Health Officer in Marawi City, adhering to IOM's policies and standards.
Responsibilities
Support the implementation of project activities focused on the rehabilitation and improvement of health infrastructure and emergency operations center (OpCen) facilities, including the installation of medical equipment and health Information, Communication, and Technology (ICT). Assist in providing orientation, coaching, and mentoring on the sustainable use and maintenance of enhanced facility functions and equipment. Prepare and review detailed workplans, collect and compile data, and assist in preparing technical plans and Bills of Quantities (BOQs). Liaise with the Supply Chain Unit for material delivery and report on progress. Monitor compliance of construction and rehabilitation works with relevant regulations and IOM standards. Conduct field monitoring of facility functionality and equipment utilization. Assist in preparing progress and accomplishment reports, including photographic documentation. Support the integration of IOM standards such as Accountability to Affected Population (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Do-no-Harm, and conflict sensitivity. Undertake duty travel as required.
Work Experience
Experience supporting the implementation of infrastructure, health facilities, or related programs, particularly in public health settings. Familiarity with PhilHealth accreditation, DOH/MOH facility standards, and international health facility guidelines is advantageous. Experience liaising with government counterparts, including local government units and BARMM Ministries, is beneficial. Technical proficiency in CAD software (e.g., SolidWorks, AutoCAD) and project management platforms (e.g., Primavera, Microsoft Project) is highly desirable.
Skills
Good data management and basic data analysis skills. Strong communication, reporting, and computer skills, including proficiency in Microsoft Office. Technical understanding of medical and ICT equipment used in primary health care and emergency settings. Ability to interpret technical drawings, specifications, and equipment manuals. Familiarity with the BARMM context and related programs is highly desirable.
