Organizational Context

The International Organization for Migration (IOM) operates globally to support refugees and migrants. Within the United States Refugee Admissions Program (USRAP), IOM manages Ports of Entry (POEs) at seven international airports. This role is part of the Resettlement and Movement Management Division, providing critical support for refugee resettlement to the United States.

Job Purpose

The National Associate Movement Operations Officer (Field Support, Airport) is responsible for overseeing and coordinating IOM's Port of Entry operations at designated U.S. international airports. This role ensures the safe, timely, and dignified reception, transit, and onward movement of refugees and migrants under the USRAP. The officer supervises field support staff, manages daily airport assistance activities, and acts as the main liaison with IOM Washington DC Operations, airport authorities, government counterparts, and service providers. The position requires ensuring compliance with IOM policies, SOPs, protection standards, and data integrity, while maintaining operational readiness and quality assurance.

Responsibilities

Supervise and manage field support staff at assigned airports, including hiring, training, performance feedback, and scheduling. Oversee efficient airport assistance for individuals, ensuring high-quality service and appropriate interaction with officials. Serve as the primary liaison with IOM Washington DC Operations for escorts, flight anomalies, statistics, and strategic planning. Manage assets, inventories, financial paperwork, and quality control of vendors. Coordinate interpretation services and transportation from consolidation points, ensuring adherence to IOM standards. Monitor arrival schedules to ensure adequate staffing and resources. Supervise the handling of sensitive cases, including unaccompanied minors, and ensure compliance with protection standards and prevention of sexual exploitation and abuse (PSEA). Oversee quality assurance procedures, incident reporting, and data management through relevant systems. Participate in meetings, maintain communication with federal authorities and partners, and ensure adherence to SOPs and IOM Standards of Conduct.

Work Experience

Prior experience in IOM Movement Operations, airport operations, transportation, or management is required. Experience in resettlement programs, supervising teams, and using IOM proprietary tools and systems is beneficial. Knowledge of IOM policies, USRAP guidelines, and POE SOPs is a strong advantage.
