National Border Governance Officer

Organizational Context

The International Organization for Migration (IOM) in Libya has been active since 2006, supporting the Libyan government and communities with humanitarian aid, stabilization, and migration management. IOM Libya focuses on assisting migrants, displaced persons, and host communities while building national capacity in migration governance and border management. The role operates under the Chief of Mission and Senior Programme Coordinator, coordinating with the Ministry of Interior and monitoring activities.

Job Purpose

The National Border Governance Officer supports the coordination and monitoring of IOM's Border Governance (IBG) and other migration management programs with the Ministry of Interior. This role is crucial for strengthening national capacities in border management and ensuring the effective implementation of IOM's activities in Libya. The officer will liaise with government officials, supervise national staff, and monitor program activities to ensure they align with agreed frameworks. By facilitating collaboration and providing analysis on socio-political trends, the officer contributes to saving lives, promoting orderly migration, and supporting recovery and long-term solutions across Libya, working closely with national authorities and international partners.

Responsibilities

Support the Senior IBG Programme Coordinator in planning, coordinating, and monitoring the implementation of the IBG Programme portfolio with relevant partners. Liaise with line ministries and national counterparts to facilitate border governance activities. Supervise and guide national IBG staff, monitoring timely delivery of activities and support to beneficiaries. Conduct field visits, report findings, and provide recommendations for effective program implementation. Collaborate with government officials to support program activities and ensure organizational coherence in relations with the Ministry of Interior. Analyze and brief leadership on government approaches, public perceptions, and socio-political trends affecting IOM operations. Identify risks and challenges, providing recommendations for improvement. Contribute to program development and identify opportunities for collaboration with UN agencies and other stakeholders. Prepare meeting minutes, draft analytical reports, and deliver presentations as required.

Work Experience

Experience is required in supervising staff and coordinating program activities. Candidates should have experience in program implementation, coordination, and monitoring, preferably in migration management, border governance, or humanitarian/development programs. Experience working with government counterparts, development partners, and stakeholders is essential. Experience in an international humanitarian/development organization is advantageous.

Skills

Knowledge of migration-related subject areas. Understanding of UN and bilateral donor programming. Excellent writing and communication skills.
