Organizational Context
IOM, a UN-related organization established in 1951, is the leading agency in migration, promoting humane and orderly migration globally. In Bangladesh, IOM co-leads the Displacement Management Cluster (DMC) with the Ministry of Disaster Management and Relief (MoDMR) to address challenges from natural hazards and climate change-induced displacement. This role supports the DMC's efforts to strengthen government systems and humanitarian coordination.
Job Purpose
This consultancy aims to strengthen the institutionalization of the Displacement Management Cluster (DMC) within government systems in Bangladesh, supporting the Ministry of Disaster Management and Relief (MoDMR) in leading displacement management and humanitarian coordination. The role is crucial for enhancing preparedness, response, and solutions for disaster and climate-induced displacement. The successful candidate will coordinate information management activities, support assessments and analytical products, provide GIS and data management support, and contribute to the overall implementation of DMC activities and capacity-strengthening initiatives, ultimately aiding displaced populations and at-risk communities.
Responsibilities
The consultant will support assessments of displaced and disaster-affected populations, including needs and vulnerabilities. Key duties involve developing data collection tools, conducting analysis, and creating visualization products like info sheets, reports, and dashboards. Responsibilities include ensuring the dissemination and adaptation of information management tools, providing sector-specific maps and graphics for planning and analysis, and maintaining partner lists and archives. The role also requires ensuring adequate monitoring mechanisms, effective information sharing among partners (including government and inter-agency groups), and developing/promoting the use of reporting tools. Oversight of field operations and administrative/logistical support may also be required.
Work Experience
A minimum of 4 years of work experience with developmental organizations is required. Experience with the United Nations, particularly IOM, or other international organizations is advantageous. Essential experience includes information management, data collection, reporting, coordination, and analysis of data from large information systems.
Skills
Proficiency in KOBO survey design or similar applications. Expertise in Microsoft Office Suite (including MS Access, Publisher, Excel). Experience with data visualization tools such as Adobe InDesign, Adobe Illustrator, Tableau, or Power BI. Geospatial software proficiency is an advantage. Experience with ODK, Mergin Maps, or Field Maps is beneficial. Fluency in English and Bengali (oral and written) is required.
