Programme Coordinator (livelihoods)
Organizational Context
IOM, established in 1951, is a UN-related organization leading in migration management. It collaborates with partners to promote humane migration, save lives, protect displaced persons, and facilitate legal pathways. The IOM Central African Republic (CAR) program, in coordination with the Government of CAR, focuses on promoting stability, state presence, and community resilience. Job Purpose
The Programme Coordinator (Livelihoods) is responsible for developing and implementing strategic interventions to promote sustainable livelihoods, economic recovery, and resilience for affected populations in the Central African Republic. Working under the Chief of Mission and Programme Manager (Community Stabilisation), this role is crucial for advancing IOM's mission in CAR. The purpose is to design and execute livelihood programs that address the specific needs and challenges of the population, contributing to long-term stability and well-being. This involves conducting assessments, developing context-specific strategies, and ensuring effective project implementation and stakeholder coordination to foster economic opportunities and resilience.
Responsibilities
Develop, plan, and manage the implementation of livelihood programs in CAR, ensuring alignment with IOM's objectives. Conduct comprehensive assessments to identify needs and opportunities, and develop context-specific intervention strategies incorporating income generation, skills development, and entrepreneurship support. Oversee project implementation, monitor progress, and adjust strategies as needed. Foster coordination and collaboration with government entities, donors, UN agencies, NGOs, private sector actors, and community-based organizations. Identify funding opportunities and develop project proposals. Engage local authorities and communities to promote inclusive partnerships for local economic development. Provide technical guidance and capacity-building to staff and partners. Lead the design and implementation of agriculture and rural livelihoods interventions. Facilitate knowledge management and learning among stakeholders. Develop and implement monitoring and evaluation frameworks, collect data, and prepare regular progress reports.
Work Experience
Proven experience in designing and implementing assessments, field-based research, protection monitoring, and programmatic impact monitoring. Experience in research and assessments on post-conflict and peacebuilding is required. Experience in CAR or other conflict/post-conflict African contexts, peacebuilding programming, and the application of gender awareness in programming are desirable.
Skills
Excellent analytical, communication, writing, reporting, and presentation skills. Substantial knowledge of non-profit work, including data collection and analysis in post-conflict settings. Knowledge of peacebuilding and recovery principles, international standards, and frameworks. Familiarity with UN, IOM, and NGO mandates and programs in recovery, IDPs, post-conflict environments, and development. Excellent coordination and computer literacy. Strong interpersonal skills for diverse teams. Demonstrated organizational skills and ability to work under pressure.
