Organizational Context
The International Organization for Migration (IOM) in Ukraine seeks a Senior Programme Associate to support the Housing and WASH Unit. This role focuses on developing and implementing Environmental, Social, Health, and Safety (ESHS) plans, including community engagement, environmental monitoring, and asbestos surveys. The position operates under the supervision of the Chief of Mission and Housing Project Officer.
Job Purpose
The Senior Programme Associate (ESHS) will provide crucial support in the development and implementation of Environmental and Social Management and Monitoring Plans (ESMMP) and related donor-required documentation. This involves engaging with local communities (hromadas), conducting asbestos surveys and sampling, supporting environmental monitoring campaigns, and participating in site visits. The role also entails developing internal guidelines, Standard Operating Procedures (SOPs), Terms of Reference (ToRs), and ESHS training materials for IOM staff and contractors. Furthermore, the incumbent will assist in establishing and managing grievance mechanisms for relevant Housing and WASH projects, ensuring compliance and effective project execution.
Responsibilities
Key responsibilities include maintaining stakeholder relations and organizing community engagement events. The role involves supporting the development and updating of ESHS documentation such as ESMMP, Stakeholder Engagement Plans, and Due Diligence reports. This includes conducting asbestos surveys, air and material sampling, and preparing associated reports. The Associate will monitor contractor adherence to HSE and ESMMP requirements, provide technical support for ESHS implementation, and assist in ESHS inspections and audits. Training support, including Toolbox Talks, is also a component. The position contributes to project development, proposal writing, and reviewing technical documents like Method Statements and ToRs. Establishing and maintaining grievance mechanisms and reporting incidents are also core duties.
Work Experience
Required experience includes liaising with governmental and international institutions, working with vulnerable groups, and ESHS implementation (monitoring, risk assessment, documentation, auditing). Experience with Ukrainian HSE legislation, stakeholder coordination, and grievance mechanisms is essential. Experience with international humanitarian organizations and proficiency in office software are also noted. Experience in humanitarian demining, ISO management systems, and ESHS risk assessments are advantageous.
Skills
Proficiency in Ukraine HSE legislation and familiarity with international ESHS frameworks (e.g., EBRD, World Bank). Knowledge of monitoring methods. Strong communication skills for diverse stakeholder interaction. Ability to work effectively in an international team. Capacity to produce systematic and analytical reports and documentation.
