Conflict Advisor Consultant
Organizational Context
Established in 1951, IOM is the leading UN agency for migration, promoting humane and orderly migration globally. This role supports the AI-Powered Preparedness and Anticipatory Action project, funded by the Government of Japan. The project aims to enhance IOM's capacity to anticipate and respond to emerging risks by integrating conflict data into foresight, early warning, and anticipatory action systems, initially operationalizing in Sudan. The Conflict Advisor will contribute to the Peace, Recovery, and Solutions Division within the Department of Humanitarian Response and Recovery.
Job Purpose
The Conflict Advisor Consultant will play a crucial role in strengthening IOM's capacity to anticipate and respond to emerging risks through enhanced foresight, early warning, preparedness, and anticipatory action. This position is integral to the AI-Powered Preparedness and Anticipatory Action project, focusing on linking conflict, environmental, socio-economic, and displacement data for earlier risk detection and more timely, evidence-based responses. The role involves integrating conflict-related data and analysis into horizon scanning, signal detection, multi-hazard triggers, and alert mechanisms. A key objective is ensuring that preparedness and anticipatory action efforts are conflict-sensitive, context-aware, and do not exacerbate existing tensions. The consultant will provide technical input to the project and IOM's institutional preparedness procedures and tools, supporting the Peace, Recovery, and Solutions Division's engagement in these critical areas.
Responsibilities
The Conflict Advisor Consultant will be responsible for enhancing conflict-related data and analysis within IOM's systems and analytical functions. This includes providing technical input on integrating conflict dynamics into data pipelines, analytical frameworks, and anticipatory action systems, as well as incorporating conflict indicators and escalation pathways into early warning and risk analysis processes. The role involves reviewing and contributing to analytical outputs like horizon scanning briefs and hotspot analyses. Additionally, the consultant will support the integration of conflict sensitivity across IOM’s preparedness and anticipatory action frameworks and tools, identifying risks of unintended negative effects and proposing mitigation measures. Advisory support will be provided to the Peace, Recovery, and Solutions Division (PRSD) on foresight, early warning, preparedness, and anticipatory action, including conducting a stocktake of PRSD's engagement, mapping interfaces with institutional functions, and identifying gaps and priority areas for engagement to ensure coherence and alignment with institutional priorities.
Work Experience
A minimum of 7-10 years of relevant professional experience in conflict analysis, early warning, or humanitarian action is required. Demonstrated experience integrating conflict analysis into data systems, analytical frameworks, or decision-support tools is essential. Proven ability to produce high-quality analytical outputs and translate complex analysis into practical recommendations is necessary. Experience with international organizations, particularly in fragile or conflict-affected settings, is highly desirable.
Skills
Demonstrated understanding of anticipatory action, preparedness, and/or early warning systems. Familiarity with multi-hazard risk analysis, data-driven approaches, and/or AI-supported analytical processes is an asset. Excellent analytical, writing, and communication skills in English are required, with the ability to convey complex concepts clearly. Strong interpersonal skills and the ability to work collaboratively in a multicultural environment are essential.
