Job Purpose
The Senior Programme Associate (IBG) will support the implementation of the SAR/IBG portfolio and related activities under the guidance of the Chief of Mission and Programme Manager IBG. This role is crucial for managing financial and procurement processes, ensuring compliance with IOM policies and donor requirements. The associate will also coordinate capacity-building workshops, serve as a liaison for administrative and financial tasks, and contribute to the analysis of implementation challenges. By leading procurement actions for border management, the role directly supports IOM's efforts in enhancing border security and cross-border operations.
Responsibilities
Support the Programme Manager IBG in establishing coordination mechanisms and organizing meetings with national counterparts. Provide informal translation of documents and draft presentations and letters in English or Arabic. Organize and conduct capacity-building workshops for internal and external parties in Libya and Tunisia. Assist with financial and administrative processes, including preparing purchase and payment requests. Establish and maintain an accurate filing system for all project documentation. Coordinate and monitor the financial, administrative, and technical aspects of project activities, ensuring adherence to IOM policies and donor requirements. Act as a liaison to track supporting documents for approval by Logistics/Procurement and Finance Units. Ensure IOM standards for procurement, logistics, and financial procedures are applied. Analyze implementation difficulties and recommend adjustments to work plans. Lead IBG-related procurement actions to support border management and cross-border operations.
Work Experience
Requires relevant working experience in a similar position, with international organizations, NGOs, governmental, and diplomatic authorities. Proficiency in office software packages (MS Word, Excel) is necessary. Experience with international organizations (IOM, UN, ICRC) and in implementing/monitoring administrative procedures is advantageous.
Skills
Sound knowledge of financial and administrative management. Effective resource management skills. Good written and spoken communication skills. Good interpersonal skills. Ability to work in a multi-cultural environment. Fluency in Arabic (oral and written) is required.
