The International Organization for Migration (IOM), a UN-affiliated agency founded in 1951, promotes humane and orderly migration. In Côte d’Ivoire, IOM supports the government in conflict prevention, social cohesion, and resilient development in border regions. The Community Stabilization Unit implements interventions focused on pastoral mobility governance, natural resource management, water access, climate resilience, and peacebuilding.
Job Purpose
This consultancy role supports the implementation of social engineering activities for communities and users of infrastructure developed or supported by IOM in Côte d’Ivoire. The primary objective is to foster integrated, inclusive, and sustainable management of these infrastructures, which include agro-pastoral water points and transit posts. The consultant will conduct social diagnostics, facilitate community engagement, establish and strengthen management committees, and develop operational tools and manuals to ensure the long-term viability and effective use of these community assets. This work is crucial for enhancing resilience, social cohesion, and conflict prevention in the Bounkani and Tchologo regions, which face significant security, environmental, and socio-economic challenges.
Responsibilities
The consultant will conduct a social diagnostic to identify stakeholders, community dynamics, governance issues, and support needs for infrastructure management. They will organize community meetings to mobilize and sensitize stakeholders on infrastructure use and responsibilities, aiming for inclusive and sustainable management. Key duties include establishing or revitalizing management committees, ensuring broad representation, and training them on administrative, financial, technical, and community management aspects. The consultant will also develop user and maintenance charters, conflict resolution mechanisms, and complaint management systems. They will facilitate consultations for new infrastructure, like the Kalamon transit post, to ensure stakeholder buy-in and address potential social or land-use risks. Finally, the consultant will produce an operational roadmap for management transfer, a simple social engineering manual for IOM staff and partners, and conduct a training session for IOM staff on its application.
Work Experience
The role requires 3-5 years of experience in WASH and agro-pastoral development, specifically in implementing social engineering processes for establishing inclusive management committees for sustainable water point management. Experience in participatory social and institutional diagnostics, community mobilization, sensitization, and capacity building is essential. Expertise in setting up and supporting community infrastructure management committees, and proven experience engaging administrative authorities, technical services, and local authorities in development projects are also required.
