CON 2026/27 - Local Consultant - Monitoring, Evaluation And Communication Expert (2 Positions)

Organizational Context

The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. The "EU4Migration in Albania" project supports effective, EU-aligned border and migration management systems, aligning with Albania's National Strategy on Migration and EU acquis. This consultancy role supports the Ministry of Internal Affairs (MIA) within this project.

Job Purpose

This consultancy role supports the Ministry of Internal Affairs (MIA) in Albania to implement the National Migration Strategy (NSM) and its Action Plan (AP) as part of the "EU4Migration in Albania" project. The consultant will contribute to strengthening migration and asylum governance by supporting monitoring, evaluation, and communication activities. This involves refining indicators, coordinating data collection, analyzing progress, preparing reports, and assisting in evaluations. The role also includes providing technical assistance for capacity building and facilitating coordination among stakeholders to enhance M&E practices and ensure compliance with national and international standards, ultimately contributing to effective migration governance and alignment with EU requirements.

Responsibilities

The consultant will be responsible for providing periodic progress reports on the National Migration Strategy and its action plans. Key duties include preparing documentation for evidence-based decision-making, developing training materials on monitoring and evaluation (M&E) for the Ministry of Internal Affairs and partner institutions, and maintaining an updated list of relevant stakeholders. The role involves enhancing collaboration with stakeholders and supporting information dissemination at the community level. The consultant will also prepare periodical reports detailing activities, accomplishments, and any impediments to progress. Performance will be evaluated based on the satisfactory completion of tasks, quality and timeliness of deliverables, teamwork, communication, confidentiality, responsibility, and initiative.

Work Experience

A minimum of 5 years of relevant professional experience is required. This includes experience in monitoring and/or implementing projects, public policies, strategies, or action plans. Experience in research, data analysis, preparing technical documents, data collection, reporting, and coordinating with public institutions and stakeholders is also essential.

Skills

Proficiency in maintaining accuracy and confidentiality. Excellent communication and reporting-writing skills in both Albanian and English. Strong interpersonal and intercultural skills with a keen attention to detail.
