Organizational Context
IOM Ethiopia focuses on placing migrant rights and well-being at the center of its interventions, adopting preventive, protective, and responsive approaches. Its Protection Unit (PXU) works closely with the government and various stakeholders to reduce protection risks for vulnerable individuals and communities. This role, under the Senior Programme Officer (Protection) and National Officer (Policy and Liaison), supports PXU's capacity building and training efforts within the Policy and Liaison sub-unit.
Job Purpose
The Senior Project Associate plays a crucial role in advancing IOM Ethiopia's protection mandate by strengthening the capacity of stakeholders to address migration-related challenges. This position is central to implementing capacity building and training initiatives within the Protection Unit's Policy and Liaison sub-unit, ensuring that partners are equipped with the necessary knowledge and skills to safeguard vulnerable migrants. The role contributes significantly to developing and delivering programs that enhance protection frameworks, particularly in areas like legal aid, legal identity, and National Referral Mechanisms (NRM). By fostering stronger institutional capabilities and facilitating effective coordination, the Associate directly supports IOM's commitment to humane and orderly migration, ultimately reducing protection risks and improving the well-being of migrants, displaced persons, and affected communities across Ethiopia. This involves translating strategic objectives into practical, impactful training and support, thereby reinforcing the overall effectiveness of IOM's protection interventions.
Responsibilities
The Senior Project Associate will assist in the planning, coordination, implementation, and monitoring of project activities related to capacity building initiatives. This includes participating in needs assessments for stakeholders and institutions, and contributing to the development of capacity building programmes and plans. A core duty involves planning, coordinating, and conducting workshops and sessions on various topics such as migrant protection, governance, and reintegration, alongside maintaining an inventory of training beneficiaries and evaluating the application of acquired knowledge and skills. The role requires active participation in meetings and conferences, ensuring effective liaison and coordination with local authorities, partners, UN agencies, and other relevant stakeholders. The Associate will identify and document good practices and lessons learned, contribute to the development of Standard Operating Procedures, policies, and concept papers, and support the development of new projects. Further responsibilities include retrieving, compiling, summarizing, analyzing, and presenting information/data on specific project topics, drafting status reports, correspondence, briefing notes, and other essential documentation. The position also entails responding to complex information requests, setting up and maintaining files/records, organizing meetings and training sessions, and monitoring the work of implementing partners, reporting any non-compliances to the supervisor.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work with international humanitarian organizations, non-government, or government institutions in a multi-cultural setting is an advantage, as is experience in conducting capacity needs assessments for stakeholders at various levels.
Skills
Key skills include strong communication and interpersonal abilities, with a capacity to work with diverse stakeholders and facilitate collaboration. The role requires teamwork, strong analytical skills, and effective planning. Specific skills encompass experience in conducting capacity building activities and developing training materials, technical proficiency with audiovisual equipment, logistics coordination for events, and strong report writing and analysis skills, including impact evaluation. Adaptability and flexibility to work in dynamic, high-pressure environments are also essential.
