Senior PSEAH Associate
Organizational Context
The International Organization for Migration (IOM) in Ukraine seeks a Senior PSEAH Associate to support the management of prevention of and response to sexual exploitation and abuse (PSEA) activities. This role operates under the Chief of Mission and National PSEAH Officer, with technical support from the PSEAH Unit.
Job Purpose
The Senior PSEAH Associate will be instrumental in supporting the management of IOM's PSEA activities within Ukraine. This involves contributing to the development and implementation of a comprehensive PSEAH Work Plan, ensuring its integration into the IOM Country Office Strategy, programming, and operational frameworks. The role requires active participation in interagency coordination efforts, the development of Standard Operating Procedures, and the establishment of community-based complaint mechanisms. A key aspect is supporting risk assessments, delivering training, and developing communication strategies to raise awareness and promote reporting of misconduct, thereby safeguarding beneficiaries and staff.
Responsibilities
Key responsibilities include developing and operationalizing a PSEAH Work Plan aligned with IOM's strategy and interagency standards. This involves overseeing the integration of PSEAH into all aspects of IOM's operations, including strategy, programming, risk management, planning, monitoring, and budgeting. The role requires active participation in the in-country interagency PSEAH Network, contributing to the development of SOPs and a community-based complaint mechanism. Support will be provided to IOM teams to embed SEA risk mitigation in programming and HR practices. Prevention activities include supporting country-wide SEA risk assessments, coordinating PSEAH training for staff and partners, and developing communication strategies for communities. Response functions involve supporting PSEA proposals, reporting, and developing victim assistance pathways, in coordination with relevant colleagues and partners.
Work Experience
Required experience includes work in sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations, gender mainstreaming, or humanitarian affairs. Strong coordination experience within the UN system and with interagency partners is essential. Experience in developing and facilitating PSEA trainings, conducting risk assessments, and policy/proposal development is also necessary.
Skills
Knowledge of IOM's PSEA approach, strategies, policies, and regulations. Understanding of the UN system and architecture. Familiarity with mainstreaming best practices and partnership models. Ability to maintain strict confidentiality.
