International Consultant For AI Readiness Assessment And Roadmap Development
Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. In Tajikistan, IOM has a history of supporting border security and management with the Border Forces of Tajikistan (BFT). This project aims to assess the feasibility and readiness for adopting AI-enabled intelligence analysis and operational risk profiling within Tajikistan's border management system, building on previous capacity-building efforts.
Job Purpose
This consultancy aims to assess the feasibility, institutional readiness, and technical requirements for integrating AI into Tajikistan's border management system. The expert will lead a comprehensive assessment, including AI sandbox testing, to identify suitable use cases and develop practical, context-specific recommendations. The ultimate goal is to create a phased, costed implementation roadmap that guides the responsible, sustainable, and effective adoption of AI solutions. This roadmap will outline priority AI use cases, necessary governance structures, capacity-building needs, and key implementation milestones, ensuring human decision-making authority and oversight are maintained throughout the process.
Responsibilities
The International Expert will conduct a thorough review of existing project materials, national AI frameworks, and international best practices. They will design and implement a methodology to assess operational needs, data readiness, technology infrastructure, institutional capacity, and legal safeguards. This includes mapping current intelligence analysis workflows, evaluating data sources and systems, and assessing cybersecurity and data protection implications. The expert will identify suitable AI use cases for sandbox testing, facilitate workshops to validate these use cases, and develop an AI tools evaluation matrix. Finally, they will create a detailed, costed implementation roadmap for responsible AI adoption, including a practical AI Governance Framework, knowledge-transfer materials, and scale-up milestones, all validated with stakeholders.
Work Experience
Requires at least 10 years of professional experience in border management, intelligence analysis, AI systems, or digital transformation. Expertise in responsible AI, AI governance, cybersecurity, data protection, and conducting feasibility/readiness assessments is essential. Experience with AI tool evaluation, pilot projects, and developing implementation roadmaps for public sector institutions is also necessary. Experience in Central Asia or similar environments is an asset.
