The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. Within the EU-funded Borderlands Project, IOM is enhancing cross-border cooperation, governance, stabilization, and resilience in the DRC and Uganda border areas. This role contributes to communication and awareness-raising efforts central to achieving project objectives.
Job Purpose
This consultancy aims to develop a comprehensive Borderlands Awareness Toolkit and a harmonized communication strategy for the IOM's Borderlands Project in the Democratic Republic of the Congo and Uganda. The consultant will design innovative print, digital, and multimedia communication materials, and create community engagement tools based on Social and Behaviour Change Communication (SBCC) principles. A key objective is to build the capacity of implementing partners to effectively utilize the toolkit. The role requires close collaboration with various IOM teams to ensure all communication products are technically sound, culturally appropriate, inclusive, and align with IOM and EU standards, ultimately promoting positive social and behavioural change among border communities and stakeholders.
Responsibilities
Develop an inception report detailing the assignment approach, work plan, and methodology. Conduct a desk review of project documents and best practices, and map existing awareness activities. Analyze stakeholders and target audiences, presenting findings and recommendations. Create the Borderlands Awareness Toolkit, including a communication strategy, key messages, community guides, technical fact sheets, graphic concepts, and various communication products (posters, brochures, infographics, social media materials). Design innovative community engagement tools and referral mechanism materials. Present draft deliverables for feedback and incorporate revisions. Provide all editable source files and high-resolution assets. Develop a training module and deliver a virtual capacity-building session for staff and partners on toolkit usage. Submit a final consultancy report.
Work Experience
Requires 5-7 years of professional experience in designing communication strategies, awareness campaigns, and behaviour change communication materials. Demonstrated experience developing toolkits and materials for international organizations is essential. Proven experience in creating high-quality print, digital, and audiovisual products for diverse audiences, including vulnerable communities, is necessary. Experience in migration, protection, or community development programs is highly desirable.
Skills
Excellent knowledge of SBCC methodologies and community engagement. Strong ability to develop innovative communication strategies and tailored messages. Advanced proficiency in Adobe Creative Suite (Illustrator, InDesign, Photoshop) or equivalent. Good command of digital design platforms (Canva Pro, Figma). Excellent writing, editing, and content development skills. Strong organizational, analytical, and project management skills. Proficiency in Microsoft Office 365 and collaborative digital platforms. Excellent interpersonal and communication skills for multicultural teamwork.
