National Consultant To Develop Interagency Capacity Building Package (K-9)

Job Purpose
This consultancy supports the IOM project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia,” funded by IRCC. The role involves developing training materials for K-9 Units focused on border surveillance and emergency response. It also includes conducting a 3-day training on Search and Rescue Operations for Border Service and Ministry of Emergency officers, and developing Standard Operating Procedures (SOPs) for state agencies' K-9 Units on joint training exercises. The consultant will contribute to enhancing the capacity of these units within Kazakhstan.
Responsibilities
The consultant will develop training materials for K-9 Units involved in border surveillance and emergency response. This includes designing content for at least five training sessions. Additionally, the consultant will conduct a 3-day training program on "Search and Rescue Operations" for officers from the Border Service and Ministry of Emergency. A key deliverable is the development of SOPs for state agencies' K-9 Units concerning joint training on Search and Rescue operations, with a minimum length of ten pages. The consultant will also provide a report on the trainings conducted and a final analytical report on the consultancy's achievements, participating in coordination meetings as needed.
Work Experience
Requires at least eight years of experience in conducting "train-the-trainer" programs in Border Governance. Demonstrated experience in developing training materials and professional experience in migration-related topics and Immigration and Border Governance are essential. Experience with relevant governmental institutions in Kazakhstan is a distinct advantage.
Skills
Strong analytical, verbal, and report writing skills. Experience in developing training materials. Expertise in Border Security and Immigration and Border Governance. Ability to conduct training sessions and develop SOPs. Knowledge of Russian or Kazakh languages is required.
