Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect migrants, and facilitate pathways for regular migration. This consultancy supports the IOM Albania project, funded by the UK FCDO, aiming to establish a Diaspora Investment Mechanism (DIM) through a partnership with the British Chamber of Commerce in Albania.

Job Purpose

This consultancy seeks an ICT Consultant to provide expert technical oversight and analysis for the establishment of a Diaspora Investment Mechanism (DIM) for the UK-Albania corridor. The role will support the analytical and technical groundwork by assessing digital architecture options, focusing on platform functionality, systems integration, and cybersecurity. Key contributions include comparative analysis of existing platforms, assessment of current remittance systems, and development of conceptual technical architecture options for the DIM. The aim is to inform the creation of a secure, interoperable, and user-centered digital mechanism that supports the diaspora's economic contribution to Albania's sustainable development, particularly in northern regions, and fosters legal alternatives to emigration.

Responsibilities

The ICT Consultant will be responsible for delivering an Inception Note detailing the methodology and approach. A Preliminary Findings Report will present a comparative analysis of digital diaspora investment and remittance platforms, alongside an assessment of UK-Albania remittance systems, including technical flows, risks, and interoperability considerations. The final deliverable will be a Conceptual DIM Technical Architecture Options report, outlining proposed system components, integration pathways, functional modules, cybersecurity measures, and gender-responsive UX/UI elements. This includes developing a high-level technical requirements document covering functional and non-functional requirements, security-by-design, and hosting assumptions. The consultant will also provide technical input on payment workflows, licensing, digital safeguards, and resilience, coordinating with stakeholders to validate findings and translate analysis into practical recommendations.

Work Experience

A minimum of 7 years of relevant professional experience is required in ICT, digital platform architecture, digital transformation, or technical advisory roles related to financial services, system integration, remittance or payment systems, or cross-border transaction platforms. Demonstrated experience in technical assessments, developing recommendations for platform functionality, digital financial services, API integration, cybersecurity risk assessment, and privacy-by-design is essential. Experience in designing digital mechanisms or financial technology solutions within international development or diaspora engagement contexts is advantageous.

Skills

Key skills include strong analytical, research, reporting, communication, and presentation abilities. Proficiency in technical architecture modelling, systems mapping, process flow documentation, and drafting technical requirements is necessary. Experience in risk and control analysis, stakeholder facilitation across diverse audiences, and demonstrated cultural and gender awareness are also important.
