Job Purpose
The National Programme and Liaison Officer is responsible for supporting the overall management and administration of the IOM Office in Minsk. This includes contributing to the implementation of IOM programmes in alignment with organizational policies and standards. The role involves close coordination with Programme Managers, the Programme Support Unit, and the Resources Management Unit. The officer will assist the Chief of Mission in various operational, administrative, and financial functions, ensuring compliance with IOM rules and regulations. Additionally, the position contributes to maintaining and strengthening relationships with national authorities, international organizations, NGOs, and other stakeholders in the migration field, thereby supporting IOM's mandate and objectives in Belarus.
Responsibilities
Support the Chief of Mission (CoM) in managing the office's operational, human resources, administrative, financial, and supply chain functions, adhering to IOM rules and procedures. Participate in meetings with government authorities, international organizations, NGOs, and media upon request from the CoM. Strengthen working relationships with national governmental bodies, international organizations, NGOs, and other migration stakeholders. Provide technical input for new project design in coordination with the CoM and relevant units. Assist the CoM in ensuring safety and security compliance for staff, premises, and assets, collaborating with UNDSS. Support the implementation and reporting of all programme activities according to IOM standards and donor agreements. Provide regular updates to the CoM on programme progress, achievements, and donor liaison. Enhance the visibility of IOM and its donors as per agreements. Perform other assigned duties.
Work Experience
Required experience includes liaison with government authorities, donors, national/international institutions, and multi-stakeholders. Experience in project development, reporting, programme implementation, monitoring, and evaluation is necessary. Experience in an international or multicultural environment is also required. Experience in post-conflict/emergency operations is considered an advantage.
Skills
Knowledge of migration management principles. Ability to coordinate multiple activities and work effectively with diverse colleagues. Capacity to perform well under pressure and in difficult conditions. Strong communication, negotiation, and project development skills. Ability to draft clearly and concisely. High degree of computer literacy.
