Organizational Context

The Ethics and Conduct Unit (ECO) within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP) strengthens IOM's integrity culture. This consultancy role sits within ECO, reporting to the Chief of ECO.

Job Purpose

This consultancy role is to provide primary oversight and management of IOM’s 2026 Yearly Declaration of Interests (YDI) exercise. The Consultant will review approximately 200 disclosure forms, ensuring compliance, accuracy, timeliness, and proper supporting documentation. This function is critical to strengthening IOM's culture of integrity, transparency, and accountability, as prioritized in its institutional strategy. The role involves assessing potential conflicts of interest, identifying discrepancies, conducting follow-ups, and preparing clear recommendations and case notes. Additionally, the consultant will contribute to outreach and awareness-raising activities for the YDI exercise, refining existing materials and potentially delivering interactive sessions to enhance understanding and participation.

Responsibilities

The Consultant will review approximately 200 Yearly Declaration of Interests (YDI) forms, assessing potential, actual, or perceived conflicts of interest, identifying inconsistencies, and conducting follow-up actions. Individual written assessments and closure messages will be issued for each reviewed disclosure. Case notes and actionable recommendations for each form will be prepared and uploaded to the ECO repository. The Consultant will also refine and contribute to outreach materials and potentially deliver interactive sessions on the YDI exercise. Bi-weekly progress summary reports detailing reviewed forms, compliance rates, and emerging issues will be submitted. Finally, a comprehensive end-of-assignment report will be produced, summarizing trends, identifying risk areas, and proposing improvements for future YDI cycles.

Work Experience

Five years of demonstrated experience in compliance, conflicts of interest, ethics reviews, or due diligence analysis is required. Experience within international organizations like the UN or IOM, assessing declarations of interest, and drafting reports is highly desirable. Experience working with sensitive information and in confidential processes is also beneficial.
