Job Purpose
The Programme Coordinator (Migration Management) is responsible for the implementation, oversight, and coordination of IOM Kenya’s Migration Management programme portfolio. This includes areas such as labour mobility, immigration and border governance, and migrant protection. The role ensures that all project components operate coherently, fostering smooth coordination among partners and stakeholders. It involves providing timely and accurate information on IOM interventions, aligning programmatic planning with Government of Kenya priorities and inter-agency frameworks, and integrating cross-cutting issues like gender and protection into programming. The position also involves guiding staff, identifying new opportunities, developing project proposals, and managing donor relations and reporting.
Responsibilities
Oversee and coordinate the implementation of country-specific policies and strategies for labour mobility, immigration and border governance, and migrant protection in Kenya. Identify and develop new projects to address migration management needs. Ensure coherent operation of project components and smooth coordination among partners and stakeholders. Provide timely and accurate information on IOM interventions and engage in relevant forums. Align programmatic planning with Government of Kenya priorities and inter-agency frameworks. Integrate cross-cutting issues such as gender, age, and protection into programming. Guide and supervise project staff, providing training to enhance programming. Identify new opportunities and participate in project proposal development. Ensure compliance with institutional and donor reporting procedures and timelines. Liaise with donors to mobilize resources and undertake duty travel for assessments, monitoring, and project development.
Work Experience
Required experience includes professional work in labour mobility, diaspora engagement, immigration and border governance, and migrant protection programming, with knowledge of global policies. Must have experience implementing migration management projects in various contexts. Demonstrated experience in policy and strategy development, project implementation, monitoring, and reporting is essential. Experience in complex settings requiring sound judgment and flexibility is needed. Previous work in East and Horn of Africa or the IGAD region with the UN is a strong advantage.
Skills
Excellent written and verbal communication and negotiation skills. Good knowledge of project management, monitoring, and evaluation principles. Proven resource management skills, including budget/financial administration. Strong ability to supervise interventions and coordinate administrative activities. Ability to deliver on objectives with tight deadlines. Effective coordination with implementing partners and stakeholders. Ability to work effectively in high-pressure, rapidly changing environments. Strategic and creative thinking. Good interpersonal communication and presentation skills.
