Organizational Context
The International Organization for Migration (IOM) in Peru is implementing a project funded by the Korea International Cooperation Agency (KOICA) to support the integration of Venezuelan refugees and migrants into host communities. This initiative addresses urgent needs for basic services, livelihoods, education, and mental health support, aiming to foster social cohesion and economic inclusion. The project operates nationally, focusing on improving the well-being and integration of vulnerable populations.
Job Purpose
This consultancy is for the final evaluation of the "Supporting the Integration of Venezuelan Refugees and Migrants into Peruvian Host Communities through Socioeconomic Intervention" project. The primary purpose is to assess accountability to the donor by detailing resource utilization, achieved results, and objective attainment. It also aims to facilitate learning by identifying what works, what doesn't, and why, providing evidence of planned and unplanned outcomes. The evaluation will document lessons learned and good practices to inform future IOM strategies on migration, integration, and mental health, ensuring the project's effectiveness, efficiency, and sustainability.
Responsibilities
The consultant will conduct a final evaluation of the project using OECD-DAC criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability) and UNEG standards. This involves analyzing project objectives, results, and indicators, assessing strategies and implementation processes for performance, gender sensitivity, and inclusiveness. Key responsibilities include evaluating the extent to which project results were achieved, identifying challenges and successes, and assessing the efficiency of resource utilization. The consultant will also examine the project's impact on socioeconomic integration, employment, and well-being, and evaluate the sustainability of its approaches. Furthermore, the evaluation must integrate cross-cutting issues such as rights-based approaches, gender equality, and disability inclusion, and provide action-oriented recommendations supported by triangulated evidence.
Work Experience
A minimum of five years of experience in project and/or program evaluation, adhering to UN standards and applying OECD-DAC criteria, is required. Experience with UN agencies, migration, socioeconomic integration, and conducting gender-sensitive, rights-based evaluations is highly desirable. Previous final evaluation reports for similar projects must be submitted as evidence.
Skills
Proficiency in Spanish and English (written and spoken). Strong analytical and research skills. Experience in mixed-methods data collection and analysis. Ability to work independently and manage time effectively. Excellent report writing and communication skills. Familiarity with migration issues and socioeconomic integration programs.
