The project "Strengthening Local Institutional Capacities on Migration in Albania" aims to enable local governments to effectively manage migration and diaspora matters. This consultancy supports the National Diaspora Agency in enhancing institutional capacities, improving coordination between central and local actors, and promoting structured diaspora engagement for local development.
Job Purpose
This consultancy supports the National Diaspora Agency (NDA) and its partners in strengthening local migration and diaspora structures within Albania. The role is crucial for enhancing institutional capacities, improving coordination between central and local government actors, developing practical frameworks and tools, and promoting structured diaspora engagement to foster local development. The objective is to create viable in-country alternatives to emigration by promoting internal employment, supporting return and reintegration, and encouraging diaspora investment. This will help reduce irregular emigration, support balanced national development, and reshape the narrative on migration. The consultancy will focus on institutionalizing successful approaches within the NDA's regular operations, ensuring long-term collaboration and effective migration management at the local level.
Responsibilities
The local consultant will support the National Diaspora Agency (NDA) in strengthening local migration and diaspora structures. Key responsibilities include enhancing institutional capacities and coordination between central and local actors. This involves supporting NDA's cooperation with diaspora communities globally and establishing regular coordination mechanisms with municipal-level Migration and Diaspora Structures (MDS). The role facilitates coordination among NDA, line ministries, local MDS, and national stakeholders to ensure coherent diaspora engagement policies and structured partnerships. The consultant will also contribute to strengthening inter-institutional collaboration for the National Diaspora Strategy, promoting information sharing, and developing practical cooperation modalities. Capacity building involves supporting activities for public institutions on diaspora engagement and providing technical assistance for improved institutional services. Analytical support includes preparing reports on diaspora trends and mapping existing coordination practices. Stakeholder engagement involves facilitating dialogue platforms and supporting events that promote diaspora contributions to Albania's development.
Work Experience
Requires at least 3 years of professional experience in local governance, migration governance, or public/private sector engagement. Proven experience with government institutions, particularly in inter-agency coordination or policy development, is essential. Experience in management, marketing, stakeholder engagement, event coordination, institutional process analysis, report writing, and presentations is also necessary. Familiarity with migration dynamics and municipal-level service delivery in Albania is highly desirable.
Skills
Strong interpersonal, intercultural, and communication skills for effective liaison between institutions and diverse stakeholders. Excellent analytical and strategic thinking for identifying institutional needs and proposing solutions. Proficiency in developing SOPs, coordination frameworks, and capacity-building materials. Ability to facilitate workshops and meetings. Strong reporting and documentation skills, including producing clear recommendations. Ability to maintain accuracy and confidentiality.
