Organizational Context

In Guinea, IOM implements the Protection, Return, and Reintegration of Migrants (MPRR) program, funded by the EU. Job Purpose
The Data Collection Agent (Consultant Horaire) plays a crucial role in the IOM Guinea office, specifically within the Protection, Return, and Reintegration of Migrants (MPRR) program. This position is essential for gathering reliable and high-quality data from beneficiaries. The agent will be responsible for administering surveys using tools like Kobo, accurately recording responses, and strictly adhering to data collection protocols, including ethical considerations, informed consent, confidentiality, and data protection. The collected data is vital for measuring intervention performance, documenting results, and strengthening evidence-based decision-making for the program, which aims to protect and support migrants.
Responsibilities
Under the direct supervision of the M&E Officer, the Data Collection Agent will be responsible for participating in mandatory training on data collection tools, methodologies, and ethical principles. They will conduct data collection activities with beneficiaries, ensuring accuracy and completeness using provided tools. Adapting communication to beneficiaries' linguistic and cultural contexts is key. The role involves performing field follow-up visits, transmitting collected data promptly, and participating in data quality control. Regular reporting on activity progress and any operational difficulties encountered is required. The agent must prepare and submit data collection reports, adhere to IOM's code of conduct, security, and administrative procedures, and execute any other relevant tasks assigned by management.
Work Experience
A minimum of two years of experience in data collection activities, preferably in humanitarian or development projects, is required. Proven experience in conducting field surveys (face-to-face, telephone) and administering standardized questionnaires is essential. Prior experience with digital data collection tools (Kobo, ODK, SurveyCTO) and knowledge of quantitative/qualitative survey methodologies are necessary. Experience with vulnerable populations is an asset.
Skills
Proficiency in computer tools (Excel, Word) and digital data collection tools (Kobo, Google Forms). Excellent interpersonal and communication skills for building trust with beneficiaries. Strong organizational skills, rigor, and attention to detail for data quality. Ability to work independently and meet deadlines. Proficiency in relevant local languages. Understanding of data collection ethics (consent, confidentiality, data protection). Teamwork and collaboration skills.
