Job Purpose
The Regional Risk and Compliance Officer, reporting to the Regional Director and technically guided by HQ, supports the implementation of institutional risk management policies across Middle East and North Africa Country Offices. This role provides oversight, internal control, and technical guidance to integrate risk management into regional and country-level operations and programs. The officer collaborates with regional and country teams to monitor and enhance assessments of reputational, fiduciary, and other risks, ensuring these are considered in strategic planning and decision-making processes to strengthen IOM's governance frameworks and operational resilience.
Responsibilities
Key duties include strengthening the integration of risk management with other oversight processes like compliance and internal controls. The role involves leading efforts to embed risk management into decision-making at regional and country levels, providing advice on institutional compliance frameworks, and monitoring assessments of reputational and fiduciary risks. The officer will advise management on accountability and governance, support fraud risk assessments, and manage a regional risk register. Responsibilities also encompass reporting on key risks to HQ, triggering early warning alerts, ensuring thematic units support risk management at the project level, and assisting country offices with risk treatment plans. Additionally, the role involves monitoring internal control effectiveness, conducting enhanced due diligence in high-risk settings, managing delegated authorities, tracking oversight recommendations, and overseeing the ERP's Governance, Risk, and Compliance module.
Work Experience
Required experience includes demonstrated expertise in risk management, risk mitigation, crisis management, or corporate governance. Experience working in non-OECD countries within humanitarian or development programs is highly advantageous. Experience within international organizations, the UN, or government bodies is also beneficial, as is experience in designing and implementing capacity building or change management initiatives.
Skills
Key skills include the ability to understand complex migration dynamics and frame them in terms of institutional, reputational, and fiduciary risks. Excellent communication, negotiation, and engagement skills are essential. The role requires strong analytical abilities for summarizing and presenting findings, demonstrated expertise in risk management standards and practices, and the capacity to act as an agent of change, fostering a culture of learning and knowledge management.
