Job Purpose
The National Human Resources Officer is responsible for the comprehensive coordination and oversight of all Human Resources Management functions within the IOM Country Office and its sub-offices. This includes ensuring strict adherence to IOM's regulations, instructions, policies, and procedures, while supporting operational activities. The role involves managing recruitment processes, administering HR systems, facilitating performance management, and providing guidance on HR matters to staff and management. A key aspect is reinforcing organizational standards of conduct and fostering a respectful working environment, contributing to the effective and efficient functioning of the HR department and the organization as a whole.
Responsibilities
Coordinate and monitor all Human Resources Management functions in accordance with IOM regulations, policies, and procedures. Verify HR processes for conformity and consistency with organizational standards. Assist in establishing and implementing administrative procedures and internal controls, and implementing audit recommendations. Participate in staffing needs evaluation and coordinate recruitment processes. Oversee the administration of the HR system, ensuring data accuracy and timely updates. Monitor and facilitate the performance management system, guiding staff and managers to meet deadlines. Analyze staff training needs and suggest improvements in collaboration with management. Provide guidance and explanations to staff on HR-related matters, including staffing, recruitment, and entitlements. Work with supervisors on the interpretation and application of HR policies. Coordinate the preparation of personnel administration reports and participate in HR projects. Reinforce standards of conduct and promote a respectful and tolerant working environment. Coordinate with regional offices and headquarters on HR issues and initiatives. Guide, train, and supervise the Human Resources Unit staff.
Work Experience
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is essential. Experience with SAP is a distinct advantage. Prior work experience with international humanitarian organizations, non-government, or government institutions in a multicultural setting is beneficial. Key attributes include attention to detail, methodical organization, discretion, client-orientation, patience, and a willingness to learn.
