Organizational Context
IOM Albania is implementing a project funded by the UK Government to enhance local government capacities in managing migration and diaspora matters. This involves promoting employment for internal migrants, reintegrating returnees, and encouraging diaspora investments. The project aims to strengthen inter-institutional coordination and reshape migration narratives, with a focus on gender mainstreaming and inclusion of minority groups.
Job Purpose
This consultancy supports Outcome 2 of the "Strengthening Local Institutional Capacities on Migration in Albania" project, specifically focusing on developing and monitoring Individual Employment and Education Plans (IEEPs) for internal migrants in the Municipality of Tirana. The role is crucial for enabling local governments to effectively manage migration, promote employment opportunities, and facilitate the reintegration of individuals moving within Albania. By assisting potential internal migrants in creating personalized roadmaps and connecting them with relevant services, the consultant contributes to enhancing employability and fostering sustainable development within the country, aligning with national and local migration management strategies.
Responsibilities
The Local Consultant will identify potential beneficiaries and partner municipalities, collecting information and establishing contact with internal migrants interested in seasonal work. Responsibilities include assessing individual skill levels, developing personalized roadmaps for skill enhancement, and assisting in the creation, implementation, and monitoring of Individual Employment and Education Plans (IEEPs). The consultant will also provide coaching, facilitate access to training and employment services, and offer follow-up support for reintegration. Coordination between sending and hosting municipalities, data collection on internal migration, and adherence to principles of accessibility, inclusivity, professionalism, and confidentiality are key duties. Monthly reporting on activities, accomplishments, and challenges is required.
Work Experience
A minimum of three years of relevant professional experience is required. Experience related to migration, employment services, or local government operations is considered an advantage.
Skills
Ability to communicate effectively with diverse stakeholders including public authorities, local governments, migrants, and the private sector. Proficiency in maintaining accuracy and confidentiality. Strong written and oral communication skills. Excellent interpersonal and intercultural skills with a keen attention to detail.
