Consultant - Develop Regional Situation Reports On Trafficking In Persons In ASEAN

This consultancy contributes to IOM's ongoing programs focused on combating trafficking in persons and smuggling of migrants, and promoting safe migration for decent work in Southeast Asia.
Job Purpose
This consultancy aims to generate evidence-based, policy-relevant analysis to enhance protection frameworks for victims of trafficking and vulnerable migrants within Southeast Asia. The role involves developing two key reports: one on consular assistance and referral practices for trafficking in persons for forced criminality (TIP-FC) cases related to scam operations, and another on the regional situation for migrant fishers. The analysis will identify current practices, gaps, and provide actionable recommendations to improve cross-border coordination, response mechanisms, and victim support, thereby strengthening regional efforts against human trafficking and ensuring better protection for migrant workers.
Responsibilities
The consultant will be responsible for developing two comprehensive reports: a study on consular assistance and referral practices in TIP-FC cases related to scam operations, and a regional situation report on the protection of migrant fishers in ASEAN. Key tasks include analyzing challenges in consular assistance, return, and reintegration for TIP-FC cases, identifying coordination gaps between countries, and mapping current referral pathways. For migrant fishers, the consultant will analyze the protection landscape, identify risks and barriers to services, and map promising practices in referral mechanisms. The role also involves submitting an inception report, drafting and finalizing both reports based on feedback, and ensuring adherence to IOM's brand guidelines.
Work Experience
Requires 8-10 years of experience in counter-trafficking and migration issues within Southeast Asia. Experience with gender sensitivity, rights-based approaches, working with diverse national stakeholders, and international organizations is essential. Prior experience with governments in Thailand or other Southeast Asian countries is advantageous.
