Organizational Context
The International Organization for Migration (IOM) in Manila seeks a Senior Payroll Accounting Associate. This role operates under the Payroll Manager and National Payroll Officer, focusing on monthly account closing, payroll accounting file simulation, and general ledger reconciliation. Job Purpose
The Senior Payroll Accounting Associate is responsible for executing core payroll accounting functions, including timely monthly account closing, simulation and review of payroll accounting files, and general ledger reconciliation. This role is crucial for maintaining the accuracy and compliance of payroll processes with organizational policies. It facilitates effective coordination with various internal units and country offices, ensuring smooth audit processes and accurate reporting. By working closely with Finance, HR, and other stakeholders, the associate resolves discrepancies and actively contributes to identifying opportunities for process improvements within the payroll accounting function, thereby supporting the overall financial integrity of the organization.
Responsibilities
Perform timely accounting tasks to meet monthly account closing schedules. Support the simulation, review, and posting of payroll accounting files to the general ledger, resolving issues as they arise. Regularly check the mapping of payroll elements to general ledger accounts, recommending corrective actions for discrepancies. Review the accuracy and completeness of payroll data submitted for projectization, escalating issues as needed. Review monthly accruals for accuracy, communicating necessary adjustments or reversals. Process urgent payroll-related payments and review invoices for accuracy. Verify File-Based Data Import (FBDI) for staff paid by cheque to ensure correct invoice creation for timely salary payments. Respond to payroll accounting queries and provide guidance on related matters. Perform general ledger reconciliation for payroll accounts, investigating and resolving variances. Monitor and support the clearance of payroll suspense accounts. Assist in monitoring compliance with rules and policies, and contribute to strengthening internal controls. Coordinate and support country offices with audit activities, providing necessary documentation and following up on audit observations.
Work Experience
Requires experience in administrative and financial management, budget monitoring, cash management, and internal control procedures. Proficiency in office software packages (MS Word, Excel) with strong spreadsheet and data analysis skills is necessary. Experience supporting the review, development, and implementation of administrative control procedures is also required.
Skills
Good knowledge of payroll accounting principles, general ledger reconciliation, and financial reporting. Familiarity with financial rules, regulations, and International Public Sector Accounting Standards (IPSAS). Strong analytical skills for identifying and resolving accounting discrepancies. Ability to coordinate with multiple stakeholders and provide technical guidance on payroll accounting matters.
