Senior Supply Chain Associate
Organizational Context
The International Organization for Migration (IOM) in Guyana seeks a Senior Supply Chain Associate. This role, reporting to the Head of Office and Resource Management Officer, is crucial for overseeing and coordinating all supply chain operations. The position ensures the efficient, effective, and compliant delivery of procurement, logistics, and asset management services within the IOM Guyana office.
Job Purpose
The Senior Supply Chain Associate is responsible for the comprehensive planning, coordination, and oversight of IOM Guyana's supply chain operations. This includes ensuring the efficient, effective, and compliant delivery of procurement, logistics, and asset management services. The role plays a vital part in supporting project activities by optimizing purchasing power and facilitating the timely acquisition of goods and services. By managing supplier relationships, implementing robust tracking systems, and ensuring adherence to procurement policies, the associate contributes directly to the smooth functioning and operational success of the IOM office in Guyana, ultimately supporting its mission objectives.
Responsibilities
Oversee the entire purchasing cycle, from request consolidation to supplier payment and reporting. Develop procurement plans in collaboration with managers to optimize spending and support project implementation. Negotiate terms and conditions with suppliers and resolve delivery-related issues. Provide guidance to staff on procurement procedures and specifications. Identify, evaluate, and manage local and international suppliers based on quality, price, and reliability. Implement systems for tracking contracts, agreements, and procurement schedules. Facilitate capacity building for staff and partners on IOM procurement policies. Manage property and asset management, warehousing, insurance, maintenance, and transportation logistics. Ensure the maintenance and repair of office facilities. Implement internal controls to safeguard assets and prevent fraud. Coordinate supply chain activities with other UN agencies, partners, and government authorities. Contribute to the development and updating of supply chain systems and procedures, identifying areas for improvement and risk mitigation. Train and supervise supply chain staff, supporting their professional development. Engage in inter-agency forums related to supply chain management and collaborate on shared initiatives.
Work Experience
Requires experience in procurement and logistics, including working with service providers and vendors, and managing asset processes. Experience with IOM/UN procurement and logistics rules and procedures is advantageous. Experience in an international organization within a multicultural setting and in training/coordinating teams is also beneficial.
