Job Purpose

Responsibilities
The Monitoring and Evaluation Officer will maintain and adapt the M&E framework in coordination with Programme Managers and the Information Management Unit. Responsibilities include preparing regular project reviews, impact assessments, and evaluations, while ensuring compliance with donor and HQ requirements. The role involves supervising M&E support activities, ensuring accurate data entry into IOM systems like MiMOSA and PRIMA, and verifying data quality. The officer will monitor project risks, collaborate with internal units and external partners on quantitative and qualitative monitoring, and draft regular monitoring reports. Key duties also include coordinating the identification of performance indicators, designing performance report formats, reviewing monitoring data, and highlighting implementation bottlenecks with recommended corrective actions. The role supports the selection and monitoring of implementing partners' M&E obligations, ensures adherence to compliance standards and accountability to affected populations, and provides training and mentoring to staff and partners on M&E activities. Additionally, the officer will review data availability, participate in external partner engagements, and contribute to project development and budget verification for M&E activities.
Work Experience
Required experience includes project conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity building, liaising with governmental and international institutions, and organizing high-level stakeholder events is essential. A strong understanding of migration issues, M&E concepts (qualitative and quantitative methods), and UN cooperation frameworks is also necessary.
