Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related organization leading in migration matters. It collaborates with partners to promote humane and orderly migration, saving lives, protecting people, and facilitating regular migration pathways. The Programme Coordinator role sits within the Programme Support Unit (PSU) and reports to the Chief of Mission, working closely with Programme Managers and other key personnel.
Job Purpose
The Programme Coordinator (Programme Support Unit - PSU) is responsible for coordinating and implementing PSU activities, working under the direct supervision of the Chief of Mission and in close coordination with Programme Managers and other relevant units. This role is accountable for project development and donor liaison, including the creation, review, and submission of project proposals and donor reports. The Coordinator ensures alignment with IOM's strategic objectives, regional and country strategies, and the Strategic Results Framework (SRF) by developing programmes in migration management, emergency response, and other areas. They also foster strategic partnerships with government counterparts, UN agencies, and other stakeholders.
Responsibilities
The Programme Coordinator will identify new project opportunities in collaboration with relevant units and regional specialists, staying informed about funding trends and donor priorities. They will cultivate and maintain effective relationships with donors and potential donors. The role involves coordinating the design and development of new programmes and projects, ensuring compliance with IOM's Project Handbook and donor requirements. Responsibilities include supporting Project Managers with operational, administrative, and financial aspects of ongoing projects, and contributing to consolidated appeals and external reporting. The Coordinator will draft progress reports for donors and partners, support the review of project implementation strategies, and ensure efficient planning for monitoring activities. They will also contribute to raising awareness of IOM's mandate and Yemen-related issues, and train and supervise reporting and project development team members. Additionally, the role involves representing IOM in donor and inter-agency meetings, and acting as the IOM Yemen focal point for inquiries.
Work Experience
Required experience includes working in an international organization with knowledge of the UN system. Specific experience is needed in migration issues, project development, design, implementation, and administrative/financial management. Experience in donor relations, grant management, and understanding donor funding mechanisms, particularly within the country, is essential. Proficiency in project development, donor reporting, technical writing, and editing, preferably in the international development/humanitarian sector, is also required. Experience with Results-Based Management and other strategic planning approaches is necessary.
