The IOM Costa Rica office, under the Chief of Mission, collaborates with various stakeholders to implement migration strategies and provide essential services.
Job Purpose
The Risk Management and Compliance Officer in IOM Costa Rica is responsible for developing and implementing robust risk management and compliance systems. This role supports the strengthening of internal controls and ensures adherence to financial regulations. By effectively managing resources, providing accurate reporting, and maintaining transparency, the officer contributes significantly to the operational integrity and strategic objectives of IOM Costa Rica, working under the direct supervision of the Chief of Mission and in close collaboration with other key management personnel.
Responsibilities
The Risk Management and Compliance Officer will coordinate the identification and monitoring of risks, updating risk registers, and overseeing the implementation of risk treatment plans. This includes embedding risk management into planning and decision-making processes. The role involves monitoring operational compliance with IOM rules, regulations, and policies, reviewing transactions, and flagging inconsistencies. Responsibilities also include ensuring the proper use of IOM resources, contributing to financial transaction verification, and developing compliance processes to enhance the internal control environment. Furthermore, the officer will support vendor and partner verification, assist in audit preparation and follow-up, and provide training on risk management and compliance topics.
Work Experience
Experience in UN or humanitarian field operations, including emergencies across diverse geographical locations and functional areas. Experience in monitoring and evaluation and/or audit is advantageous. Working experience in complex environments is also required.
Skills
Knowledge of IOM/UN mandate, operations, and policies. Experience with Enterprise Risk Management (ISO 31000, COSO) and Internal Control Frameworks. Ability to work under pressure, prepare concise reports, and analyze complex information. Proficiency in relevant software and systems. High standards of confidentiality and discretion are essential.
