It collaborates with governments and partners to save lives, protect migrants, resolve displacement, and facilitate legal migration pathways. The Finance Associate role supports the finance and resources functions for IOM's Country Offices in Panama and Cuba, reporting to the National RMU Officer.
Job Purpose
The Finance Associate is responsible for managing and supporting the finance and resources functions within the IOM Country Offices in Panama and Cuba. This role operates under the general supervision of the Resources Management Officer and the direct supervision of the National RMU Officer, with collaboration across various IOM units. The associate will assist in financial resource management, budget preparation, payroll processing, and payment verification, ensuring compliance with IOM rules and regulations. The position contributes to the efficient and effective financial operations of the country offices, supporting IOM's broader mission to promote humane and orderly migration.
Responsibilities
Assist in managing financial resources, including monitoring and controlling assets, reserves, and funds in line with IOM regulations. Support the preparation of annual budget submissions and revisions, estimating staff costs and operational expenses. Process and input financial data into accounting systems. Provide guidance on accounting, budget, and financial matters. Assist in payroll preparation by verifying monthly results. Review all payment requests and purchases, ensuring proper authorization and attached documentation. Verify vendor claims for accuracy and compliance with IOM finance policies. Perform claim verifications to ensure goods/services are authorized and received. Assist in preparing various financial and statistical reports. Provide support to staff for travel and expense claims. Ensure systematic completion of accounting documents and manage the office's petty cash.
Work Experience
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Previous experience with SAP is a distinct advantage. Experience working with international humanitarian organizations, non-governmental, or governmental institutions in a multicultural setting is advantageous. Key attributes include attention to detail, methodical organization, discretion, client orientation, patience, and a willingness to learn.
Skills
Knowledge of UN and bilateral donor programming. Understanding of financial rules and regulations. Familiarity with International Public Sector Accounting Standards (IPSAS).
