Job Purpose
The Senior Monitoring and Evaluation Associate will support all aspects of project and program monitoring and evaluation within the Republic of the Marshall Islands (RMI). This role contributes to the IOM Coordination Office's mission in the North Pacific, which focuses on disaster risk reduction, emergency preparedness, community resilience, and safe migration. By ensuring effective M&E, the associate helps to guide targeted initiatives based on evidence and community-based approaches, supporting the design and implementation of programs across geographically dispersed islands. The position operates under the direct supervision of the Programme Support Unit (PSU) Coordinator and in coordination with the Head of Sub-Office in RMI and project teams.
Responsibilities
The Senior Monitoring and Evaluation Associate will support the implementation of M&E activities aligned with program goals. Key duties include collecting, maintaining, and analyzing data for M&E purposes, and assisting in cleaning, analyzing, and drafting M&E reports. The role involves conducting beneficiary and community satisfaction surveys to gather feedback on delivered services. The associate will follow up on M&E findings, recommendations, and feedback mechanisms, communicating them to relevant teams. Responsibilities also include consolidating, reviewing, and translating M&E reports from partners, and assisting in the development and updating of M&E data collection tools and databases. The position requires participation in monitoring exercises, conducting regular site visits, and providing timely feedback to M&E and program teams. The associate will also flag data quality or compliance issues to the supervisor and perform other assigned duties.
Work Experience
Required experience includes supporting monitoring and evaluation activities, implementing M&E plans, and assisting with data analysis and report writing. A proven ability to consolidate and validate information from multiple sources is essential. Proficiency in MS Office is necessary. Familiarity with humanitarian assistance programming is considered an advantage.
Skills
Strong reporting, writing, and research skills, preferably related to M&E. Excellent communication and analytical skills. Knowledge of data collection tools, administration, and evaluation techniques. Strong interpersonal and teamwork skills. Proven ability to establish and maintain effective working relationships with diverse individuals.
