Job Purpose
The National Project Officer in Bosnia and Herzegovina is responsible for managing, coordinating, and overseeing the activities of the BiH Solidarity Fund Program. This role operates under the overall supervision of the Chief of Mission and direct supervision of the Deputy Chief of Mission, with close coordination with the Regional Thematic Specialist and relevant Headquarters divisions. The purpose is to ensure effective implementation of the program, aligning with IOM's policies, donor requirements, and strategic objectives, contributing to IOM's mission of promoting humane migration and supporting people on the move.
Responsibilities
Manage the overall implementation of projects, overseeing financial, administrative, and technical aspects in line with IOM policies and donor requirements. Provide operational management, guidance, and technical supervision to project staff, focusing on programmatic strategy and implementation. Monitor project progress against strategic objectives and benchmarks, recommending improvements and establishing a robust Monitoring and Evaluation framework. Identify priority areas for project development and contribute to new project proposals by analyzing the local context. Supervise project staff, consultants, and implementing partners, and deliver capacity-building activities. Oversee compliance, liaise with government entities, IPs, UN agencies, and other stakeholders. Ensure adequate information management and visibility of project activities. Produce quality progress and financial reports for donors and stakeholders. Participate in relevant forums and represent the Country Office in UN working groups to mainstream migration issues.
Work Experience
Experience required includes program conceptualization, development, monitoring, reporting, and evaluation. Proven experience in project development and capacity-building activities is essential. Candidates should have experience liaising with governmental and diplomatic authorities, national and international institutions, and familiarity with financial and business administration. A strong understanding of migration issues in the country and region, experience organizing high-level stakeholder consultations, and knowledge of UN and bilateral donor programming are also required.
Skills
Proven ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Detailed knowledge of the UN System, NGOs, and other international organizations. Knowledge of migration data and labour migration patterns in Bosnia and Herzegovina. Good knowledge of human and financial resources management. Strong conceptualization, analytical, writing, communication, organizational, and interpersonal skills. Ability to meet deadlines and work under pressure with minimal supervision. Ability to establish and maintain partnerships.
