Organizational Context
The International Organization for Migration (IOM) in Chad is implementing a project to enhance stability and peaceful coexistence between local and migrant communities in northern Chad. The initiative focuses on improving access to legal documentation, social services, employment, and livelihoods, particularly for youth and women. It also aims to strengthen national capacity for migration data analysis to combat human trafficking and irregular migration.
Job Purpose
The Consultant (MPRR/IBG) will play a crucial role in supporting IOM Chad's project to improve stability and peaceful coexistence in northern Chad. This involves developing policy and operational resources for safe, orderly, and regular migration pathways, and implementing Integrated Border Management (IBG) activities. The role requires conducting field missions, designing and delivering capacity-building trainings on systems like MIDAS and document security, and overseeing the creation of training materials for border governance stakeholders. The consultant will also develop a roadmap for sustainable equipment management and support the organization of a transnational forum on migration challenges, contributing significantly to border security and migration management efforts in the region.
Responsibilities
Develop policy and operational resources for safe, orderly, and regular migration pathways, including procurement plans for IBG equipment. Conduct joint field missions to assess operational conditions at border posts and identify priority intervention areas. Design and deliver capacity-building trainings on MIDAS, document security, identity management, biometrics, and other border governance topics. Oversee the creation of public information and training materials for border authorities and stakeholders. Develop a roadmap for capacity building on hardware/software management and maintenance for sustainable equipment use. Provide technical support for planning and implementing a transnational forum on migration challenges with neighboring countries. Perform other assigned duties.
Work Experience
Demonstrated experience in project assessment and implementation of MIDAS and travel document digitization. Experience with Electronic Travel Systems. Seven years of experience in traveler identification and border management, including electronic travel authorizations. Experience in the Sahel region is advantageous. Knowledge of legal reform is a distinct advantage.
