This role is situated within a project in northern Chad's BEET regions, focused on improving stability and coexistence between local and migrant communities through a four-pronged stabilization approach. The consultancy specifically contributes to Pillar III of the “Vivre Ensemble” project, which supports the Chadian government in enhancing border management systems. This involves providing assistance and capacity-building to border officials.
Job Purpose
The purpose of this role is to contribute to the overall project objective of improving stability and peaceful coexistence between local and migrant communities in northern Chad's BEET regions. This involves supporting a four-pronged community stabilization approach, which includes enhancing access to legal documentation, basic social services, and sustainable livelihoods for host communities and migrants, particularly youth and women. The role also contributes to strengthening national capacity for migration data collection and analysis to combat human trafficking and irregular migration. Specifically, the Consultant will assist in the proper implementation of the Integrated Border Governance (IBG) portfolio in northern Chad, under Pillar III of the “Vivre Ensemble” project. This involves supporting the Chadian government and authorities in improving border management systems through assessments, in-kind assistance, and capacity-building for border officials. The consultant will also assist in training border agents and government representatives on international border management standards, including gender-sensitive approaches, to enhance migration security governance at land Border Crossing Points.
Responsibilities
The Consultant will primarily conduct an assessment to support the effective implementation of the Integrated Border Governance (IBG) portfolio in northern Chad. This includes evaluating and inventorying feasible IT equipment for IBG at central and Border Crossing Points, ensuring quality and operational fit. The role involves coordinating the construction of border posts and related infrastructure, along with the purchase and installation of necessary equipment. A key responsibility is to develop Standard Operating Procedures (SOPs) for equipment use, facilitating future digitalization of immigration and emigration tools at land Border Points of Entry. The Consultant will also support preliminary steps towards implementing digitization systems for the Directorate of Territorial Surveillance (DST) in Chad, specifically through the Migration Information Data Analysis System (MIDAS) as the official Border Management Information System (BMIS) at land border posts. Furthermore, the Consultant will conduct interviews and meetings with DST, Immigration, Emigration, and other border agents to understand current practices, analyze existing border crossing systems (databases, data treatment, collection, and storage), and identify strengths and weaknesses. Based on these findings, the Consultant will provide technical recommendations and develop guidance tools for border agents, laying the groundwork for future digitalized migration management processes. An action plan for IBG activities in Chad will be elaborated, and the Consultant will undertake duty travel for project assessments and implementation as required, also assisting in training for border officials.
Work Experience
Five years of experience in project assessment, travel document digitization implementation, IT, traveler identification, and border management, including electronic travel authorizations, is required. Demonstrated knowledge of Electronic Travel Systems (e.g., Electronic Travel Authority) and international regulatory frameworks for legal identity, border security, and facilitation is essential. Good knowledge of national police systems/policies is also necessary. Work experience in the subregion, particularly Chad, and the ability to work in challenging Sahelian conditions are advantageous.
