Organizational Context
The IOM Coordination Office for the North Pacific covers FSM, Marshall Islands, Palau, Kiribati, and Nauru, with its main office in Pohnpei. It supports geographically dispersed island communities through programs focused on disaster risk reduction, emergency preparedness, resilience building, and safe migration. The office works with governments and stakeholders, utilizing evidence-based and community-centered approaches.
Job Purpose
The Senior Monitoring and Evaluation Associate provides essential technical support for the implementation of monitoring and evaluation (M&E) activities across projects and programs within the Federated States of Micronesia (FSM). Working under the direct supervision of the PSU Coordinator and in close coordination with project teams, this role is crucial for ensuring that IOM's initiatives are effectively tracked, assessed, and aligned with program goals. The associate contributes to the overall success of IOM's mission in the region by facilitating data-driven decision-making and program improvement, ultimately enhancing the impact of humanitarian assistance and migration management efforts.
Responsibilities
Support the implementation of M&E activities aligned with program goals. Assist in collecting, maintaining, and analyzing data for M&E purposes. Contribute to cleaning, analyzing, and drafting M&E reports. Conduct beneficiary and community satisfaction surveys to gather feedback. Follow up on M&E findings and recommendations from feedback mechanisms, communicating them to relevant teams. Consolidate, review, and translate M&E reports from implementing partners. Assist in developing and updating M&E data collection tools and databases. Compile and circulate M&E reports, analyses, and findings to project managers. Participate in assigned monitoring and reporting exercises. Conduct regular monitoring at project sites and provide timely feedback to teams. Flag data quality or compliance issues to the supervisor. Perform other assigned duties.
Work Experience
Experience supporting monitoring and evaluation activities, including plan implementation, data analysis, and report writing. Proven ability to consolidate and validate information from multiple sources. Proficiency in MS Office. Familiarity with humanitarian assistance programming is advantageous.
Skills
Strong reporting, writing, and research skills (preferably M&E-related). Excellent communication and analytical skills. Knowledge of data collection tools, administration, and evaluation techniques. Strong interpersonal and teamwork skills. Ability to establish and maintain effective working relationships with diverse individuals.
