Job Purpose
The National Finance Officer is responsible for the financial and accounting aspects of the IOM Office in the Central African Republic. This role operates under the general supervision of the Head of Resources Management and the direct supervision of the Finance Officer. The position is crucial for ensuring the sound financial management and operational efficiency of the IOM's activities within the country, contributing to the organization's mandate of promoting orderly migration and supporting those affected by displacement.
Responsibilities
Key duties include daily implementation, control, and supervision of accounting, financial, human resources, and logistics activities. This involves accurate data entry into the system, managing monthly closing operations, and submitting reports to Regional Accounting Support. The role requires ensuring proper financial document filing, verifying supporting documents and approvals before payment processing, and reviewing travel expense claims. Responsibilities also encompass maintaining an effective banking system with monthly reconciliations, managing mission treasury, cash controls, and bank reconciliations. The officer will support program managers in budget preparation and monitoring, report financial status, and assist in annual budget preparation and revisions. Supervision of the accounting team and their annual evaluations are also key functions.
Work Experience
Requires documented professional experience in administration and accounting in a similar role. Experience with an international organization or cooperation institution is an asset. Knowledge of NGOs, international solidarity, project management, and fundraising is essential. Proficiency in IT, particularly Excel, is necessary. Flexibility, adaptability, and strong analytical and synthesis skills are also required.

Excellent communication and negotiation skills. Strong organizational and analytical abilities with attention to detail. Ability to work under limited supervision and under pressure, meeting deadlines. Proficiency in French (oral and written) is required; practical knowledge of English and local languages is an asset.
