Consultant To Update Legal Identity Strategy (C)
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. The Legal Identity Unit, within the Border Management, Return and Readmission Division, is central to IOM's mandate. This role supports the update of the IOM Institutional Legal Identity Strategy, aligning with the IOM Strategic Plan 2024-2028 and the COMPASS program.
Job Purpose
This consultancy aims to update IOM's Institutional Legal Identity Strategy to reflect evolving global migration landscapes, institutional priorities, and Member State needs. The revised strategy will ensure alignment with the IOM Strategic Plan 2024-2028 and the Global Compact for Safe, Orderly and Regular Migration. It will provide a clear institutional framework for IOM's engagement in legal identity, enhancing programmatic coherence, and supporting Member States in developing inclusive, rights-based legal identity systems. The updated strategy will guide IOM's interventions, clarify its comparative advantage, identify partnership opportunities, and strengthen synergies across its legal identity programming, particularly within the COMPASS program.
Responsibilities
The consultant will conduct comprehensive external and internal consultations with stakeholders, including UN entities, the World Bank, ICAO, Member States, and IOM departments. Based on these consultations, the consultant will define prioritized recommendations, addressing key developments like digital identity and AI, and clarifying IOM's role in supporting Member States. Responsibilities include facilitating the strategy development process, consolidating feedback, and ensuring institutional alignment. The consultant will draft and present the updated strategy, including a detailed work plan, a draft version for feedback, and a final version with a presentation deck for validation. Deliverables include a work plan/desk review, a draft strategy, and the final strategy document.
Work Experience
Proven experience in developing training materials and toolkits for identity management or migration-related services is required. Experience in developing guides and manuals is also necessary.
Skills
Familiarity with ICAO standards, civil registration, and identity management systems. Strong knowledge of civil registration, nationality law, and identity management. Understanding of protection-sensitive and rights-based approaches. Excellent drafting and facilitation experience. Previous work with international organizations and familiarity with IOM's Legal Identity Strategy are advantageous.
