Job Purpose
This consultancy aims to generate evidence on population mobility dynamics in Ngara District Council, Tanzania, focusing on Kabanga and Rusumo One-Stop Border Posts (OSBPs). The goal is to inform risk-stratified Ebola Virus Disease (EVD) surveillance, targeted public health messaging, community engagement, and Infection Prevention and Control (IPC) measures. The project addresses the elevated public health risk due to cross-border disease transmission, particularly with the ongoing EVD outbreak in the DRC and neighboring countries. The work will characterize migrant profiles, identify mobility routes, assess existing health infrastructure, and evaluate EVD awareness among mobile populations and border communities. The findings will support resource allocation and the design of public health interventions.
Responsibilities
The consultant will co-facilitate training for data collectors and stakeholders on Population Mobility Mapping (PMM) methodology and tools. They will also co-facilitate a Participatory Mapping Exercise (PME) to identify mobility routes and high-risk sites. Key duties include characterizing migrant profiles and mobility routes, assessing IPC and WASH infrastructure, and evaluating EVD awareness and health-seeking behaviors. The consultant will generate spatial outputs like hotspot maps and risk-classified site inventories to guide surveillance and interventions. They will draft a comprehensive PMM report in English and an action-oriented analytical brief in English and Swahili, including recommendations. Close coordination with IOM, the Ministry of Health, and local health management teams is essential to ensure technical soundness and relevance.
Work Experience
Requires a minimum of 5 years of experience in GIS, spatial analysis, cartography, population mobility mapping, or public health emergency preparedness. Demonstrated experience in producing high-quality geospatial outputs, transforming field data into visual products, and mixed-methods data collection/analysis is essential. Prior experience in East or Central Africa, particularly in border health or migration contexts, is preferred.
Skills
Advanced proficiency in GIS software (ArcGIS, QGIS) and cartographic design. Strong skills in Adobe Illustrator and InDesign for visual product development. Demonstrated proficiency in Power BI for dashboard creation. Strong data cleaning, validation, and analysis skills. Experience with digital data collection platforms (Kobo Toolbox, ODK). Ability to translate complex data into actionable recommendations.
